SEN Toolkit

The SEN Toolkit, mainly for schools and local authorities (LAs), contains practical advice on how to implement the SEN Code of Practice. It should be read with the Code. Each section of the Toolkit has pages designed to be copied and used for training purposes.

It was devised in collaboration with professionals and people involved in meeting the needs of children and young people with Special Educational Needs (SEN). This included pupils and parents, early education practitioners, teachers, headteachers, Special Educational Needs Co-ordinators (SENCOs), LA officers, health and social workers and others in the voluntary sector.

The SEN Toolkit — Section 1: Principles and Policies. This section will be of interest to everyone using the SEN Code of Practice. It relates particularly to Chapter One of the Code.

The SEN Toolkit — Section 2: Parent Partnership Services. This section is intended primarily for Local Education Authorities (LAs), parent partnership services and voluntary sector organisations working in the field of special educational needs (SEN) in England. It is also relevant to all others involved with children with SEN. The section seeks to provide information about good practice in the provision of parent partnership services. It should be read in conjunction with Chapter Two of the SEN Code of Practice.

The SEN Toolkit — Section 3: Resolution of Disagreements. This Section is intended primarily for Local Authorities (LAs) in England, parent partnership services, and organisations working in the field of disagreement resolution. It will also be relevant and of interest to parents and schools. It provides information on good practice in making arrangements for resolution of disagreements between parents and schools or LAs about matters relating to special educational needs. It should be read in conjunction with Chapter Two of the SEN Code of Practice.

The SEN Toolkit — Section 4: Enabling Pupil Participation. This section is intended for all professionals working with children and young people with SEN and should be read alongside Chapter Two of the SEN Code of Practice.

The SEN Toolkit - Section 5: Managing Individual Education Plans. This section is intended for SENCOs, teachers, early education practitioners and other professionals working with children and young people in schools and settings.

The SEN Toolkit - Section 6: Strands of Action to Meet SEN. This section will be of particular interest to teachers and early education practitioners and it covers the strands of action that need to be organised so that progressively more powerful interventions can be used to meet increasing need. It should be read alongside Chapters Four, Five and Six of the SEN Code of Practice.

The SEN Toolkit — Section 7: Writing a Statement of Special Educational Needs. Those in LAs who require help with writing a statement of special educational needs should read Section 7 of the SEN Toolkit. It advises on the layout and content specifications.

The SEN Toolkit — Section 8: Guidelines for Writing Advice. These guidelines will be relevant to LA officers when they are asking for advice as part of the statutory assessment. It will also be of interest to parents, teachers and early education practitioners, health and social service professionals and educational psychologists. The guidelines should be read alongside Chapter Seven of the SEN Code of Practice.

The SEN Toolkit — Section 9: Preparing for and Conducting Annual Reviews. This section is of particular relevance to early education settings, schools and LAs and should be read in conjunction with Chapter Nine of the SEN Code of Practice. The purpose of an annual review and its preparation is dealt with in Section 9. It explains the importance of reviews and guides on the collection of information. It also provides considerations relevant to the annual review meeting itself such as planning, timing and composition (who should attend etc.).

The SEN Toolkit — Section 10: Transition Planning. This section is intended primarily for headteachers and staff working with young people aged 13 to 19, Connexions Personal Advisers and other professionals working with young people in this age range. It covers Transition Planning from the perspective of the young person, their family, the school and the professionals. The section should be read alongside Chapter Nine of the SEN Code of Practice and is consistent with the Connexions Framework for Assessment and Review: Guidance for Personal Advisers.

The SEN Toolkit — Section 11: The role of Social Services. This section was devised in collaboration with the Department of Health and social workers. It is of particular relevance to social service departments and social workers. It is helpful to those who need information about discharging their statutory functions under Part 4 of the Education Act 1996. For ease of reference this section repeats some material from the SEN Code of Practice, however, it should be read in conjunction with the statutory guidance in the SEN Code of Practice.

The SEN Toolkit — Section 12: The role of Health Professionals. This section is of particular relevance to health professionals. It was produced in consultation with the Department of Health, the Royal College of Paediatricians, The Royal College of Nursing, the College of Speech and Language Therapists, the College of Physiotherapists, the College of Occupational Therapists and the National Association of Paediatric Occupational Therapists. For ease of reference this section repeats some material from the SEN Code of Practice, however, it should be read in conjunction with the statutory guidance in the SEN Code of Practice.
