This concludes the review announced in the Children's Plan, pulling together the main issues of his previous four reports in this series. It describes current provision, powers and duties. It also looks at what works, what the aims are and what the next steps might be. An appendix to the report tracks progress on recommendations in the 2005 report of the practitioners group and on recommendations from earlier stages of this review.
