School Revenue Balances

School revenue balances 2006-07

Jim Knight has announced to Parliament the publication of schools' revenue balances at the end of 2006-07, together with national and local-authority level summaries.

The information is be presented alongside information on balances for the years 1999-00 to 2005-06 published last year which is available on the vfm website. The information is taken from local authorities' published section 52 outturn statements for the years in question but presents this in summary form. [Updated 1 April 2008]

Proposed five per cent redistribution of all revenue balances postponed

Jim Knight announced to Parliament on 30 October the Government's decision not to proceed with the proposed redistribution of five per cent of schools' surplus revenue balances for the time being.

The Department has written to Schools and to Directors of Children's Services to inform them of the Government's decision.

Applying Clawback Mechanisms to Surplus School Revenue Balances

It is now mandatory for all local authorities to include surplus balance controls and from summer 2008, operate clawback mechanisms for the 2007-08 revenue balances. Local authorities have been given flexibility in how they wish to implement the process of clawback. Having consulted with a number of authorities we know that a range of approaches have been adopted and that there are some areas in which local authorities require further guidance. Such guidance has now been published.
