Primary Capital Programme (PCP)


 

 

 


 

Introduction

Plans for the Primary Capital Programme were first announced by the then Chancellor in his 2005 Budget Statement. The programme commits to renewing at least half of all primary school buildings by 2022-23. The aim is to create primary schools that are equipped for 21st-century teaching and learning, and are at the heart of their communities with children's services in reach of every family.

The Primary Capital Programme will encourage and support local authorities to take a long-term strategic approach to capital investment and to transform teaching and learning in primary schools, with the Children's Plan at its heart.

The programme is supported by £1.9 billion of capital investment in the period 2008-11. Going forward it is expected that baselines will remain at £500 million a year. Subject to future public-spending decisions this equates to additional investment  of some £7 billion. In order to get the most from the programme local authorities are expected to join the primary capital funding with other capital funding streams.

To access funding all authorities were asked to prepare and submit to the Department a primary strategy for change (PSfC).
