Teachers' pay 2004
The School Teachers' Pay and Conditions Document 2004 and Guidance on School Teachers' Pay and Conditions Document are now available in word. This publication contains the School Teachers' Pay and Conditions Document 2004, the statutory guidance and changes resulting from the National Agreement. The School Teachers' Pay and Conditions Document came into effect on 1 September 2004 and has been given legal force by Pay Order no 2 for 2004. It replaces the School Teachers' Pay and Conditions Document 2003.
This site also includes guidance produced by the Rewards and Incentives Group (RIG). This includes its letter on performance pay progression as well as its separate letter on the arrangements for awarding management allowances whilst RIG carries out a review of these allowances. It also includes the Secretary of State's remit letter of 22 July to the STRB. This asks the STRB to make recommendations on: an Excellent Teacher Scheme; the arrangements for awarding management allowances; the principles for safeguarding within the pay system; and whether there should be changes to the pay arrangements for secondary maths and science Advanced Skills Teachers. In response to this remit, jointly agreed evidence was submitted by the Rewards and Incentives Group (ATL, DfES, NAHT, NASUWT, NEOST, PAT, SHA), on 27 September 2004.
The second part of the STRB's thirteenth report was published on 16 March. The Secretary of State's response to it is detailed in the statement he made to Parliament on the same day. He has consulted key stakeholders and announced his response on 30 April. Key areas covered by the report include: the upper pay scale; performance threshold assessment; local approaches to pay; and the pay of Advanced Skills Teachers.
On 6 February the Secretary of State submitted further evidence to the STRB. This covered The Agreement on rewards and incentives for post-threshold teachers and members of the leadership group. Along with this was submitted separate evidence on a number of other issues. These include: the performance threshold; Advanced Skills Teachers; safeguarding; better HR information; and data collections and research.
On 9 January the Secretary of State sent the STRB a new remit to consider proposals about the future shape of the Upper Pay Scale. Teachers' pay for 2004-06. The Secretary of State has consulted key stakeholders on changes recommended by the STRB in its November 2003 report. A press notice was released confirming the changes. Confirmed pay scales for the period can be found here. These changes have now been given legal force by Pay Order no 1 for 2004.
