Early Years, PRUs and Alternative Provision — collection of individual-level data
2008 Collections
Pilot collections took place in Spring/Summer 2007 and following a
careful evaluation, the following decisions were made about each collection and
communicated to LA contacts on 23 August (a
further note was sent to LA Directors of Children's Services in the LA
email of 20 September — the covering text, the note and the readiness
slides are available on the LA website):
Early Years
All LAs will supply individual-level data in January 2008. The EY
Census (EYC) Specifications used for the pilot have been revised to
incorporate some small changes and republished:
- EYC 2008 Specifications
(NB: this folder contains four files: EY Business Spec; Child-level EY Tables; Establishment level EY Tables; EY Sample Data). The Establishment level EY Tables have been slightly revised to harmonise with the 2008 Early Years Census Guidance Notes. The main differences from version 2.1 are:
- Items 200332 & 200334 have both been changed from indicating
'Category of EY Provider = PVOL of INDS' to the correct terminology of
'Category of EY Provider = PRIV or VOLY'.
- Item 200353 has been amended to read: 'Number of 3 and 4 year old
children who receive additional provision beyond the 38 weeks of the free
entitlement' This replaces the previous
definition that included a Departmental note.
- Items 200332 & 200334 have both been changed from indicating
'Category of EY Provider = PVOL of INDS' to the correct terminology of
'Category of EY Provider = PRIV or VOLY'.

Pupil Referral Units (PRUs)
In recognition of some of the difficulties encountered in piloting,
roll-out will be deferred until January 2009. In January 2008,
aggregate-level data will be collected using the existing arrangements.
A communication went to named contacts in authorities, copied to software suppliers, about these decisions on 23 August 2007.
Alternative Provision (AP)
All LAs will supply individual-level data in January 2008. The
AP Census (APC) Specifications have had some very minor
alterations, and have been republished:

Early Years Fair Processing Notice (FPN)
The suggested covering note and text for the
Early Years FPN 2009 differs from the 2008 version only in the change of
address of the DCSF's Data Protection Officer.
2009 Collections
Baselined versions of the Specification documents and accompanying tables are
now available for Early Years and Alternative Provision 2009 Collections.
