Future directions for ICT in schools

On 21 May 2003, Education Secretary Charles Clarke launched Fulfilling the Potential, a document clarifying the directions that schools should be moving with ICT and e-learning, and the outcomes they should be seeking. It signals the next step after the National Grid for Learning (NGfL) programme (1998-2002). The publication includes valuable case studies in Annex B.

To build on the considerable achievement of the NGfL, ICT must become an integral and natural part of the learning process. The next stage is to ensure that for all schools ICT makes a significant contribution to teaching and learning across all subjects and ages, inside and outside the curriculum.

  • ICT is used to improve access to learning for pupils with a diverse range of individual needs, including those with SEN and disabilities
  • ICT is used as a tool for whole-school improvement
  • ICT is used to enable learning to take place more easily beyond the bounds of the formal school organisation and outside the school day
  • ICT capabilities are developed as key skills essential for participation in today's society and economy

The document Fulfilling the Potential expands on these goals, and describes:

  • Expectations of what these goals mean in terms of outcomes at institutional and personal levels
  • Progress since 1997
  • Future challenges, including the need for a sharper focus on the pedagogy of ICT

Fulfilling the Potential: Transforming Teaching and Learning through ICT in Schools was developed in parallel with the DfES's cross-cutting strategies for e-learning and e-delivery.
